General Provisions and Admission

Art. 1 – Mission and Regulatory Framework

Art. 2 – Beneficiaries and Priorities

Beds are reserved for students enrolled in universities or higher education institutions. Applicants who own, or hold another real right of enjoyment over, a residential property in the Municipality of Padua are not eligible. In line with PNRR objectives, the ranking gives priority to candidates who, in their application, choose a stay of 12 months or more, in order to ensure annual academic continuity and avoid partial room occupancy.

Art. 3 – Access, Check-in and Inventory

Access to the Campus is permitted to authorised Guests only. Check-in and inventory (condition of rooms and furnishings) must be completed and signed by the Guest within 3 days of arrival.

Art. 4 – Absences and Check-out

Absences of more than 15 days must be communicated to Management in advance. Check-out must be booked at least 7 days in advance, completed by 10:00 AM, and includes a final room reset charged according to the official price list.

Art. 5 – Rates and Payment Methods

Rates are monthly, indivisible and non-fractional. All payments must be made by bank transfer by the stated deadlines. Late payment triggers the penalty system; failure to pay two monthly instalments (even non-consecutive) constitutes grounds for contract termination.

Art. 6 – Guarantor Commitment and Responsibility

The Guest must pay a security deposit equal to one monthly fee, plus the first monthly instalment, within the established deadlines to confirm the bed assignment. Room allocation is subject to co-signing of the contract by a Guarantor (parent or relative), who accompanies the student throughout their stay and assumes joint liability for all contractual obligations and correct payment.

Art. 7 – Official Residence and Domicile

Transferring official residence (residenza anagrafica) to the Campus is prohibited; only the election of domicile for the duration of the stay is permitted.

Hygiene, Common Areas and Cohabitation

Art. 8 – Maintenance and Cleaning of Living Units

Art. 9 – Use of Kitchen and Appliances

The kitchen is a shared space, equipped with electric ovens, kettles and microwaves (for fire safety reasons, no hobs or gas cookers are present). Always clean surfaces, the sink and appliances immediately after use. Use only containers and utensils suitable for ovens and microwaves: any damage caused by unsuitable equipment is your responsibility. Do not leave food or organic residue outside the designated containers. If you notice insects or other pests in the kitchen or elsewhere in the facility, report it immediately by email to the Guest Representative or Management. Failure to clean appliances or the shared kitchen after use is considered an infringement under Art. 18 (Penalty System).

Art. 10 – Waste Management and Recycling

Waste sorting is mandatory in accordance with the Municipality of Padua regulations: waste must be disposed of in the containers in the recycling area on the ground floor. Never pour used cooking oil down the drain: it damages the pipes — use the dedicated collection points in the city. Incorrect waste disposal is considered an infringement under Art. 18 (Penalty System).

Art. 11 – Cleaning of Common Areas and Management Services

Management provides periodic cleaning and professional sanitisation of common areas (corridors, hall, study rooms). This service does not exempt the Guest from the obligation to maintain decorum and to immediately remove personal belongings and waste produced during use of shared areas.

Art. 12 – Laundry Service

The residence has an internal laundry room with shared washing machines and dryers, available during the hours posted in the room. Payment is made via a dedicated app, tokens or subscription, depending on the method active at the facility — instructions are posted in the laundry room and communicated at check-in. Detergent is not included: without your own detergent you will not be able to start a wash cycle. To report a malfunction, write by email to the Guest Representative or Management. Use of the laundry outside the posted hours is prohibited.

Art. 13 – Guest Representative

Management appoints a Guest Representative from among the Guests, as the first point of contact for practical reports and as a liaison with Management. The Representative collects reports from other Guests and forwards them to Management by email, the main channel for all communications. Guests remain free to write directly to Management at any time. Events and meetings organised by Guests must be authorised by Management, must end by midnight, and may not have any political or religious character.

Art. 14 – Visitors and Overnight Guests

External visitors may access common areas only between 08:00 and 22:00, upon registration with a valid ID. Any form of overnight hospitality not expressly authorised by Management is prohibited.

Sustainability, Safety and Sanctions

Art. 15 – Eco-sustainable Structure and DNSH Principle

Art. 16 – General Prohibitions

The following are strictly prohibited:
– Smoking inside the buildings
– Bringing animals onto the premises
– Using electrical appliances without CE marking
– Bringing personal padded textile items (duvets, pillows, stuffed cushions) not provided by the facility (this prohibition is mandatory for fire safety and prevention reasons)
– Moving or removing furniture
– Drilling holes or applying stickers to walls or furniture
– Blocking fire escape routes
– Possessing or using narcotic substances
– Placing objects on window sills

Art. 17 – Manager’s Liability and Powers

The Guest is liable for any damage caused to furnishings and structures. Management may access rooms for inspections, maintenance or emergencies, with at least 24 hours’ notice except in cases of urgency, ongoing damage or the need for immediate intervention. Management is not liable for theft or damage to Guests’ personal belongings, nor for temporary service interruptions due to force majeure.

Art. 18 – Penalty System

Violations of these Rules are handled with a progressive system of measures, proportionate to the severity and recurrence of the behaviour:

a) Written warning: for a first minor infringement, Management issues a formal written warning with no financial penalty.
b) Financial penalty: from the second minor infringement, or for serious infringements, a financial penalty applies (minor: €50.00; serious: €100.00), according to the table below.
c) Temporary suspension: upon the recurrence of multiple minor or serious infringements in the same academic year, Management may order a temporary removal from the facility for a period commensurate with the severity of the conduct.
d) Revocation of accommodation: for very serious infringements, or in the event of repeated conduct despite previous measures, Management will proceed with immediate revocation of accommodation and expulsion from the facility.

The Guest may submit written counter-arguments to Management within 5 days of notification of the measure; Management will assess them before confirming the final decision.

Art. 19 – Safety and Quiet Hours

Compliance with the emergency plan and fire safety regulations is mandatory. Quiet hours must be strictly observed from 13:00 to 15:00 and from 22:00 to 08:00.
